I had new bathroom sink and tub drains installed, but water is pooling around the drains. Why?

I had new sinks and drains installed as well as a new bathtub drain, but the vessels do not fully drain. There is always a little pool of water left that covers the metal ring around the drain. Were the drains installed properly?
