Not very nice of the decorators, or very professional.
Try forcing the water over the trap(bend) and soak up the paint with old rags. Then scrape off any paint thats stuck to the bowl with wire wool and clean with white spirit and soft rags, making sure the spirit doesnt go over the trap.
May take some time and patience.........good luck

Any chance of getting the decorators back to clear it up? otherwise you need to check whether it's emulsion or not. Try pushing all the water round the u bend with the brush, and a sort of plunging action, then you can try scrubbing at it with a stiff brush and see if it comes off. Maybe you can get it off with the toilet brush if it's emulsion. otherwise you will have to use thinners on a cloth, because there's no water you can rub it off before flushing it again.

1) write letter of complaint to decorators
2) insist manager comes out to see damage
3) ask for money for new loo plus cost of being fitted

I would get the decorators to get the problem resolved for you as it was them that caused the problem.

Why should you have to go through the expense of resolving it when it was their fault.?
